Kwayne's excellent take on the Toltayans. The Toltayans were an empire from Space Empires IV that didn't make it into Space Empires V. Thanks to Kwayne's efforts, they are now. The ship set comes with an AI for stock. Now included as a default race as of Balance Mod v125! Be careful not to copy over your Balance Mod Toltayan empires folder with these files!
